The MRO Americas University is distinctive in its ability to clearly present important issues to those working in the MRO industry and provide current and comprehensive information that MRO professionals can use for more effective decision-making in a rapidly changing work environment.

FAA Safety Assurance System (SAS) and compliance vs enforcement policy – what does this mean to MRO businesses

Starting in January 2016, FAA Flight Standards Safety Assurance System (SAS) became the new oversight program for Part 145 Repair Stations along with Part 121 and 135 certificate holders. SAS takes a data supported/risk based approach for both initial certification as well as routine operator surveillance and certificate management all designed to proactively identify hazards, analyze, assess, and take action with the perceived safety related risks.  

SAS oversight is divided into eight different levels or “Peer Groups” of regulatory oversight to specifically address each functionality, size and complexity.  For each of the Peer Groups, the FAA has developed both specific and customized Design and Performance Data Collection Tools or DCTs addressing all facets of System Safety relative to a selection of 6 Systems, 22 Subsystems, and 89 Elements to address all of the regulatory requirements for each certificate holder.  The DCT are audit tools that provide FAA inspectors the capability to “drill down” to determine the “root cause” of potential safety issues.

Working with and adjusting to SAS can be both daunting in its complexity and intricate in its application. This course will provide knowledge about SAS and the DCTs and how it will impact an MRO organization. 

The “FAA Compliance Philosophy” is a new approach for ensuring that certificate holders meet regulatory standards. It serves as the guiding framework for how the FAA approaches all of their regulatory activities. The idea is to use safety management system (SMS) principles to improve the sharing of safety data between the FAA and aviation community and get everyone to focus on how do I better assess and mitigate risk?

This course will provide background on the FAA compliance philosophy and what if anything has changed since the FAA Compliance philosophy policy has been adopted.

The course will be taught by a JDA associate who is a former career FAA Flight Standards Operations Manager that supports JDA new entrant operator projects performing SAS design and performance audits as part of the FAA Certification Process for new certificate holders. The JDA Associate is also a contract instructor at the FAA Training Academy teaching SAS and SMS risk management methodologies which are key components of the FAA’s new compliance policy.

Anyone completing the 1 day SAS training course will receive a Certificate of Completion.

Suspected Unapproved Parts – Inspection Authorization Recurrent Training

Aviation parts that do not meet applicable regulatory requirements enter the aviation system every day. To help combat the problem the FAA requires that each entity or person with Inspection Authorization conduct annual SUPs training. 

SUPs can range from parts that lack proper documentation to parts that are counterfeit.  While significant progress has been made to reduce the number of unapproved parts they are still being introduced into the aviation system and it requires constant vigilance and training to ensure that SUPs problems are addressed.  For many years the FAA provided SUPs training that air carriers, manufacturers, repair stations and suppliers could attend. However, SUPs training, while still ongoing for the FAA, was discontinued for the industry. As result JDA offers a SUPs training course taught by an unmatched team of former FAA Flight Standards, Engineering and Enforcement experts that worked on SUPs programs and provided SUPs training during their FAA careers.  This course will provide 8 of the 16 hours Inspection authorization recurrent training meeting requirements of 14 CFR Part 65.93 (A) (4) and will cover:

  • SUPs Definition
  • Why should we be concerned about unapproved parts?
  • Cost and impact of installing SUPs
  • Parts Approval Processes Roles and Responsibilities
  • Receiving Inspections and how unapproved parts enter the system
  • Determining the status of parts and part substantiation
  • Determining airworthiness of parts involved in accidents
  • Part Marking Requirements; new and used parts with updated materials
  • Fabrication of parts during maintenance
  • Military surplus parts and products
  • Civil and Legal Impact of producing, selling, certificating, or installing Unapproved Parts
  • Reporting a SUP and interfacing with the FAA
  • Setting up a SUPs

The SUPs course will be taught by a JDA Associate who was a former career FAA SUPs Flight Standards manager that was instrumental in establishing the FAA SUPs program to respond to the entry of potential unapproved parts into the aviation system at the air carrier, manufacturer, supplier, distributor, and/or repair stations of aircraft maintenance.  The JDA Associate is the lead instructor for JDA’s 2 day SUPs training course and also serves as a contract instructor teaching SUPs to FAA Inspectors at the FAA Training Academy.

The SUPS training course is an Inspection Authorization (IA) training course that meets the requirements in 14 CFR Part 65.93(a)(4). Anyone completing the 1 day course will receive an Inspection Authorization Certificate.

Safety Management Systems (SMS) for MRO’s – a primer on SMS for Part 145 Repair Stations.  

There are very few industries that are as unforgiving of errors as aviation and aviation maintenance. While there is no FAA SMS regulatory requirement for MRO’s, it is a differentiator for today’s leading MROs. Unfortunately, mistakes are part of the human condition. So how can mistakes be found and fixed before they become headlines? Starting with the right plan and culture, implementing an SMS helps ensure that every potential risk is addressed providing MRO customers the confidence that maintenance is being done properly. 

In this SMS Primer for MRO’s we will outline the system of steps and processes that will help identify problems or errors that happen while working on an aircraft. When you talk to the SMS experts, that definition only puts a small piece of the safety puzzle in place. Many MRO’s believe an SMS is just about the technicians on the shop floor. It’s not; an SMS is for everyone in the company. In the typical MRO setting you might have program elements for the technicians and others for the supervisors, parts people, line service technicians – even the front office personnel. To be successful, SMS has to look at every person in the company and their role. Providing the right training to everyone in the company is critical to the program’s implementation and success.  This course will cover the following topics:

  • Safety Risk Management (SRM) and data sources
  • Relationship between SRM and Safety Assurance (SA)
  • Balancing production and protection
  • Mitigating risk to as Low as Reasonably Practical (ALARP)

This course will be taught by a JDA Associate who is a former FAA career Airworthiness manager who supports JDA Part 121, 135 and 145 new operator certificate projects for both Maintenance/Airworthiness and SMS requirements and manuals. The JDA associate is also a contract instructor at the FAA Training Academy teaching SMS principles and requirements to FAA inspectors.
